It is watery like any toner and to be dabbed on to a cotton pad then applied to the face. I'm generally not a fan of toners because I tend to react negatively to them, but this one will be a repurchase for me since my skin really likes it and reacts positively. It has a very light scent. That similar to fragrance free beauty products... Clinique is well known for this. It doesn't sting like toners with alcohol feel on my face. I did experience slight stinging on some of my whiteheads and where my skin was exposed. Maybe it was working and clarifying them? After applying, my face feels fresh and clean.
