I usually use a white liner in summer, just to open up the eye a little more and make it pop. I use the white liner on the lower lid more, and although it does tend to flake a little, it's not like an insane amount and you can live with it (considering the price). It's soft and glides on with ease. The pigment is rich as well. It doesn't last the entire day but on my watery lash lines that's not a surprise.
